The welfare of the Garrison of Hong Kong should be dearer to Englishmen than that of the inhabitants of Saigon, Tokyo, Manila and Canton.
Houses are constantly changing hands at the Peak and this, more than anything else, tends to its development; the soldiers also want a cooler air and they would have been deprived of it if the gentlemen and ladies who now sign the Petition had bestirred themselves to acquire it during the two years in which this Hotel has been for sale.
The ordinary members of the Civil community have never lived at the Peak and have not the means of affording themselves this pleasant change.
The drainage of the Mount Austin Hotel is carried down the Northern slope to the harbour: the hills and valleys are now open to the troops to roam about. It is not contemplated to construct barracks at High West.
I trust the soldier will not deteriorate so far as to prevent his marching up to his mountain barracks.
At the hour when Society takes its exercise, drills being over, soldiers will not be marched along these roads.
A short path running from the tram station on the Northern slope to the Umbrella Seat can be made, thus avoiding the neighbourhood of the Hotel altogether.
We need barracks at once to house our troops and as experience can only show whether a site be healthy or not we do not
